About the Initiative

The Impartial Conflict Research Initiative was founded in 2026 in Türkiye. It is an independent analytical effort covering active conflicts worldwide: the terms on which each could end, and the risks attached to its continuation. Our first briefing concerns the war between Russia and Ukraine, others will follow as the Initiative's capacity grows.

The Initiative was founded by Murat İNCEER, a technology professional and graphic artist based in Istanbul. His work spans distributed systems engineering and visual design, a combination he applies to ICRI's core premise: that complex conflicts become tractable when their incentive structures are laid out plainly enough for every party to read. It currently operates with a small circle of contributors and correspondents.

Türkiye is not an accidental base. Few capitals maintain working dialogue with as wide a range of the parties we study, and the country's geography places it within reach of several of the conflicts on our list, from the Black Sea basin to the Caucasus and the Middle East. We write from a vantage point few capitals share, and we consider that position an analytical asset rather than a diplomatic ambiguity.

What we publish openly is a summary of each briefing. The full text of each briefing is transmitted directly to the parties concerned, and is available to researchers, journalists and institutions on request by email. We disclose to whom each briefing was sent. We do not disclose the recipient-specific cover notes.
